e-Government Strategic Plan
Business Process Review and Feasibility Study
Systems Development and Implementation Manager

Led a project to review the business processes of the Transportation Programming Program within Caltrans.  The project produced a set of recommendations for process and technology improvements and developed a Feasibility Study Report, which defined the technology solution to be applied to the organization’s refined business processes.

Managed a team of 53 staff who were responsible for system enhancements and upgrades. These enhancements included over thirty separate projects. These projects were implemented on a statewide basis and saved the client millions of dollars in operational costs, process improvements, and reduced potential for fraud. These enhancements included: Year 2000 conversion, imaging platform development, Intranet development, enhanced surveillance and review capabilities, and claim form conversion.  Traditional Waterfall and Iterative SDLC approaches used.

Participated in the development of an e-Government Strategic Plan for the Division of Labor Statistics of the Department of Employment Development.   The plan established priorities for the Division as they began to move many of their services to a web-accessible medium.

Pinnacle Consulting's team member served as the Solution Architect on the Employer Reporting Project (ERP).  Responsibilities included overall solution design of this large project and assistance with the production of SDLC deliverables.  The solution architecture includes an n-Tiered .NET application that interacts with an ADABAS/Natural backend.  The .NET application is architecture based on Service Oriented Architecture (SOA) design principles. Modified RUP and waterfall approaches used.
